1996 E.B. odometer

All gauges work in the original dash cluster except the odometer. So. I replaced entire cluster (w/certified one) and same exact thing. The worm gear is good. What are the other possibilities?

Thanks for your time.

P.S. The floor console display doesn't come on either (any related possibilities?).
