Removal of 93 skid plate.

I'm trying to remove the skid plate so I can access the fuel tank to change out the sending unit. The first two bolts on the front came out without a problem but the one on each side are just about impossible. Part of the reason is the part they are in is twisting with it. I got them to come out a little but now I'm stuck. My question is has anyone cut the bolts and then replaced them? Because I have a feeling that is what I might be forced to do.
